Permit to Construct Tailings Storage Facilities, Dams and Waste Emplacements

Holders of Mine Licences, Special Mining Licences, Processing Licences (CIP and CIL) and any other relevant mineral right holder shall make an application to construct major impoundments, Tailings Storage Facilities (TSF), Dams, or Waste Rock Dumps (WRD), complete all necessary supporting documents, to the Chief Inspector through Executive Secretary and copies of the complete application shall be sent to other relevant regulatory agencies specified by the Chief Inspector. The design shall be done by a qualified professional engineer registered with the Engineering Registration Board (ERB) and must include but not be limited to the following: –

• Site Selection and Condition;
• Waste/Tailings/Slime Characterization;
• Construction details of the facility;
• Operational manual and other operational requirements;
• Closure information of the facility; and
• Attachments of stability tests and any other laboratory analysis.
